Professional Standards

REALTORS® pledge to follow the National Association of REALTORS® (NAR) Code of Ethics, a commitment to professionalism, integrity, and ethical conduct that sets REALTORS® apart from other real estate licensees. NORBAR administers a fair and impartial Professional Standards process to enforce the Code of Ethics, resolve disputes, and uphold the integrity of the profession.

Our Professional Standards process helps protect clients, the public, and fellow REALTORS® by promoting accountability and ethical behavior.

What We Handle

Ethics Complaints. Anyone, whether a client, a customer, or a fellow REALTOR®, may file a complaint if they believe a REALTOR® has violated the NAR Code of Ethics.

Arbitration of Business Disputes. Commission or contractual disputes between REALTORS® or brokerages are resolved through arbitration, as required by Article 17 of the Code of Ethics.

Informal Resolution Options. Before formal steps are taken, we may offer alternative solutions such as ombudsman outreach or ethics advocate assistance. In many cases, the CAR Consumer and REALTOR® Ombudsman Hotline can help resolve issues.

What We Do Not Handle

Licensing Issues. Contact the California Department of Real Estate (DRE).

Criminal Conduct. Contact local law enforcement, such as the police or sheriff.

Contractual and Civil Legal Disputes. Consult legal counsel.

How the Process Works

Ethics Complaints for Code of Ethics Violations. To be eligible for review through NORBAR, the REALTOR® must be a member of our Association. If you are unsure of their membership, we can help you confirm it.

Arbitration Requests for Commission or Contractual Disputes. To be eligible for arbitration through NORBAR, both parties, meaning both brokerages, must be members of our Association. If one party belongs to another Association, the CAR Interboard Arbitration process may apply.
